Updated Prebiotic Monograph: A Milestone for the Prebiotic Category in Canada

Prebiotics have attained considerable credibility in recent years from scientific research, consumer interest, and market growth. In Canada, they have now reached an important milestone: a formal regulatory framework through a government-developed monograph.

Health Canada’s Natural and Non-prescription Health Products Directorate (NNHPD) has officially published its initial prebiotic category monograph, establishing a formal regulatory structure and providing a basis for substantiated health claims in Canada. This regulatory clarity is particularly important for a category that is emerging as a key health impact area that includes some fibers and other ingredients.

Why This Matters For the Category

A regulatory framework provides an environment in which category-based claims can be made, shortens the regulatory process when monographs are leveraged, and delivers independent validation that marketing alone cannot achieve. A regulator-defined category provides added credibility for buyers, healthcare practitioners, and consumers. It also clarifies what brands can communicate and improves the path to market for companies entering Canada with prebiotic products.

GPA’s Role in This Process

GPA initiated dialogue on this issue some years ago and has maintained regular engagement with Health Canada during the development of this monograph. GPA’s Regulatory Committee, comprising representatives from member companies, provided input during the consultation process and participated in discussions on the science, ingredient landscape, and framework requirements.

We are proud of the cooperative process and the consistent representation of the category’s perspective. Throughout, GPA was able to support Health Canada by ensuring that evidence-based industry viewpoints were included.

What This Means For Brands

The regulatory framework supplies clarity on claims and is intended to shorten approval times while supporting category interest and growth.

The current monograph does not include all well- substantiated prebiotic ingredients. GPA intends to continue engaging with Health Canada to ensure that emerging science and novel prebiotics are appropriately considered, with  a viable pathway to market as the scientific evidence supports their inclusion. GPA also recognizes that a symbiotic monograph would be beneficial and is exploring its implications.
